Introduction

The world population is increasing continuously and the concern for the food security isburning topic of discussion among economists, politicians and citizens of the country as a whole. Food security exists when all the people, at all times, have physical and economic access to sufficient safe and nutritious food to meet their dietary needs and food preferences for a healthy life”(World food summit, 1996).According to FAO,there are more than 850 million people in the world under malnourished, out of which India alone contributes 224.6 million indicating the presence of large number of poor and hunger population. Findings of hunger and malnutrition survey in 100 focus districts in India revealed that 42% of children (< 5 years) are underweight and 59% are having stunted growth. Moreover fluctuations in the inflation has taken its toll on the common man which has drawn the attention of the Indian's policy-makers and news media and thus brought anoutcome in the form of historic amendment in the world what is called as "NationalFood Security Bill".

The main objective and purpose of this bill isto provide minimum food to every personliving below poverty line (BPL) from rural to urban India and ensure that nobody goes hungry before he goes to sleep.It means “Food sovereignty" The food security means that enough food is available for people at the global, national, community, or household level.Originally, the term “food security” was used to describe whether a country had access to enough food to meet dietary energy requirements. The “National mission for protein supplement” has been launched recently with an allocation of Rs 300crores. It is for taking up activities to promote animal based protein production through livestock development.
